First off I noticed that no control panel apps would work Was trying to change advanced power setting on a laptop by going directly to power options. What it ended up being in this case was scaling. I tried on other computers to re-create the problem, but at this point it seems that it might be a combination of Video Driver, and Maximum resolution.
